Minutes | Meeting of the Strategic Planning Committee of the Board (SPC) | 8 July 2024

The following is a summary of discussions, decisions, and actions identified:

The meeting was called to order at 20:00 UTC.

  1. Agenda – Maarten Botterman and Chris Chapman (Co-Chairs) established the agenda for the meeting and gave an overview of items to be discussed.
  2. Review of SPC Workplan – ICANN org provided a brief summary of the SPC's workplan, which sets out the SPC's scope of responsibilities and relevant timelines for performance of its work. ICANN org also highlighted the meeting cadence for the SPC. ICANN org and the Co-Chairs will monitor the workplan on a regular basis, to ascertain whether it requires any further modifications to encapsulate the SPC's additional responsibilities.
  3. Review of the Draft ICANN FY26-30 Strategic Plan – ICANN org provided a brief overview of the Draft ICANN FY26-30 Strategic Plan. The ICANN Bylaws (Section 22.5) mandates a five-year strategic plan for each five fiscal year period, and a five-year operating plan for each fiscal year. Starting 1 July 2025, a Five-Year Strategic Plan has to be in effect.

    The SPC is responsible for initiating and leading the strategic planning process for ICANN on behalf of the Board. Thus, the objective of this agenda item is to focus on the Draft ICANN Five Year FY26-30 Strategic Plan and Operating Plan Framework, with a view to formulate a recommendation to the Board to publish the Draft ICANN FY26-30 Strategic Plan and Operating Plan Framework for public comment on 23 July 2024.

    ICANN org noted that the layout of the Draft ICANN FY26-30 Strategic Plan was designed to make the document more user-friendly and easier to navigate. ICANN org highlighted some of the areas where the SPC's comments have been incorporated. During the meeting, the SPC engaged in an in-depth discussion and shared additional observations on the Draft ICANN FY26-30 Strategic Plan.

    ICANN org continued the presentation by providing an overview of the Draft ICANNFY26-30 Operating Plan Framework, which serves as a roadmap, detailing the key actions which ICANN will undertake over the next five years to achieve each strategy in the ICANN FY26-30 Strategic Plan.

    In terms of next steps, the Board is anticipated to review the final Draft FY26-30 Strategic Plan and Operating Plan Framework by 15 July 2024; and for the two draft plans to be published for public comment on 23 July 2024. Frequent updates will continue to be provided to the community throughout the process via blogs, updates at sessions at ICANN meetings and virtual webinars.

    During this meeting, ICANN org received additional comments/input from the SPC, and ICANN org will make the necessary modifications to the two draft plans.

    • Action Items:
      • ICANN org to modify the Draft FY26-30 Strategic Plan and Operating Plan Framework based on the additional feedback/input received from the SPC.
      • ICANN org to circulate the final Draft FY26-30 Strategic Plan and Operating Plan Framework to the SPC, before circulating it to the Board who will take action on the two draft plans on 15 July 2024.
      • The Draft FY26-30 Strategic Plan and Operating Plan Framework will be published for public comment on the ICANN website on 23 July 2024.
