The following is a summary of discussions, actions taken, and actions identified:
- Approval of Pending Meeting's Reports – The Committee was informed that the Preliminary Report for the 27 August 2024 Committee meeting had been circulated, and that approval of this Preliminary Report was pending. The Committee approved the 27 August 2024 Preliminary Report.
- Action Item Review – The Chair established the agenda for the meeting. There were two action items discussed.
- Action Item #1: ICANN org to update the Board-related documentation to include language that the rejection or adoption of NCAP Study 2 Recommendation 4.1 should be discussed with the full Board is complete, and this action item can be closed.
- Action Item #2: ICANN org (OCTO) to research the development of ICP-3 and determine whether ICP-3 should be updated, and if so, how it should be updated, and by who (e.g. ICANN org staff) in light of alternate namespaces is an action item that is still in progress.
- DarkDNS: Revisiting the Value of Rapid Zone Update – Invited guest Raffaele Sommese and KC Claffy provided an overview of ICANN's CZDS (Centralized Zone Data Service), presented on the value of Verisign's Rapid Zone update within the Domain Name System (a service that is no longer available), and discussed its alternatives. The presenters discussed a system their teams developed to detect newly registered domain names by leveraging the Certificate Transparency (CT) logs ecosystem.
- Alternative Namespaces – ICANN org (OCTO) informed the Committee that as part of the OCTO document series, two documents on blockchain names would be released before ICANN81; specifically, one document on blockchain technologies, and one document on blockchain name system technologies. The documents will include a discussion on technical topics, such as the integration between the global DNS and new blockchain name systems. OCTO also informed the Committee that the Committee would be given a 48-hour preview before the documents are published. It was suggested that ICP-3 be reviewed to identify whether revisions may be appropriate.
- Update from Technical Liaisons –
- SSAC: An update was not provided.
- RSSAC (Wes Hardaker): It was reported that the RSS Security Incident Reporting work party is wrapping up its work and is in the process of finalizing its documents. It was also reported that the Guidelines for Changing Root Server Addresses work party has begun to discuss how to permanently reserve addresses.
- IETF (Harald Alvestrand): There was no significant update to report.
- AOB – There was no other business to discuss, and the meeting was adjourned.
