Registrar Data Escrow Program

Registrars are required by Section 3.6 of their 2013 Registrar Accreditation Agreement (RAA 2013) and Section 8 of the Registration Data Policy to escrow certain data elements. Pursuant to the Registrar Data Escrow (RDE) program as defined by the Registrar Data Escrow Specifications (RDE Specifications), registrars may use an ICANN-Designated Registrar Data Escrow Agent (DEA) at no charge or use an ICANN-Approved Registrar DEA at the registrar's expense for depositing their escrow records. All registrars and registrar DEAs must comply with the terms of the RDE Specifications.

• Registrars wishing to change their DEA should follow the Registrar Data Escrow Agent Change process.
• Escrow agents that wish to apply for approval as a Registrar DEA should review ICANN's Registrar DEA Approval Criteria and submit a completed Registrar DEA Application to registrar@icann.org.

Registrar Data Escrow Specifications

All registrars and registrar DEAs must comply with the terms of the RDE Specifications:

• Version 2007 of the RDE Specifications can be found here.
• Version 2024 of the RDE Specifications can be found here (redline to version 2007).
• Version 2025 of the RDE Specifications replaces version 2024 and can be found here (redline to version 2024).

Version 2025 of the RDE Specifications is effective on 21 August 2025 and contains updates arising from the (1) Registration Data Policy published on 21 February 2024, (2) updates on the billing contact requirement, and (3) updates on the OpenPGP requirements based on RFC9580. Registrars and DEAs MAY implement prior to the effective date beginning 21 August 2024 by coordinating the changes. The implementation timeline of the Registration Data Policy (Section 4) establishes the following period to comply:

• Between 21 August 2024 and 20 August 2025, registrars may implement version 2025 of the RDE Specifications or version 2024 of the RDE Specifications or may continue to implement version 2007 of the RDE Specifications.
• Beginning 21 August 2025, registrars must implement version 2025 of the RDE Specifications. The version 2024 of the RDE Specifications and the version 2007 of the RDE Specifications will be considered obsolete.

Note: Registrars are encouraged to coordinate with their DEA before using newer versions of the RDE Specifications from the version currently being used by the registrar to confirm that support is available.
